Goodwill sounds ok to me, but using to shape in that sentence is kind of odd. I would say: "it helps/contributes/promotes public opinion and goodwill" Let's see what the others have to say! : )
Etre commercial refers to the attitude of being attentive to customers' needs - so you can complain about a service, or about someone who sold you a product. You listen to the client, try to find solutions ; it's the same sense as in "faire un geste commercial" (the dico says "goodwill gesture"). I don't really know what would you call this.
